The verse centers on "hanani", "brethren", "came", "certain", "judah", "asked", "concerning", and "jews". It is saying that the verse draws attention to "hanani" and "brethren", so its meaning should be read from those terms before moving to application.

The nearby context moves from verse 1's "The words of Nehemiah the son of..." into verse 3's "And they said unto me The remnant...", so "hanani" and "brethren" belong inside that flow. In Nehemiah context, the local focus is covenant, worship, and faithfulness.
