The verse centers on "remembers", "mighty", "ones", "stumble", "march", "hurry", "wall", and "mantelet". It is saying that the verse draws attention to "remembers" and "mighty", so its meaning should be read from those terms before moving to application.

The nearby context moves from verse 4's "The chariots race madly in the streets..." into verse 6's "The gates of the rivers are opened...", so "remembers" and "mighty" belong inside that flow. In Nahum context, the local focus is covenant, worship, and faithfulness.
