The verse centers on "Spirit", "lifted", "took", "away", "went", "bitterness", and "heat". It is saying that the verse draws attention to "Spirit" and "lifted", so its meaning should be read from those terms before moving to application.

The nearby context moves from verse 13's "I heard the noise of the wings..." into verse 15's "Then I came to them of the...", so "Spirit" and "lifted" belong inside that flow. In Ezekiel context, the local focus is covenant, worship, and faithfulness.
